6 Guiding Principles for Advocacy & Engagement

Background and Context

Health Care for the Homeless is a nonpartisan 501c(3) organization that is strongly committed to public policy advocacy. We do not participate in electoral politics or endorse candidates for public office. Homelessness, however, is a policy choice. In addition to our direct services, we work closely with elected and appointed leaders regardless of political party on local, state and national levels to advance equitable public policies that improve the health and well-being of people experiencing homelessness; invest in the common good – health care, housing and fair wages; and alleviate poverty and its many symptoms.

Any change in administration brings new policy priorities. Recent actions by the federal Administration, Congressional leadership and the Supreme Court outline dramatic policy changes in the years ahead that could negatively affect the people we serve. Such policy changes and the paradigms guiding them may challenge decades of bipartisan progress, particularly in areas of housing, homelessness, human rights, and health programs like Medicaid. As new Executive and Legislative branches outline their priorities and begin their work, the agency will be guided by the following principles, consistent with our approach over the past 40 years.


1. Stay focused.

Lead with mission, vision, values, guiding principles and professional codes of ethics. These “north stars” have been developed collectively and deliberatively; they have endured over time. They point the way forward in our daily work to advance policy and practice on local, state or federal levels.

2. Slow down.

Information and declarations may roll out rapidly and often out of context. Avoid distraction and reaction; identify what’s important. There is a difference between rhetoric and reality. If presented with an ethical dilemma, consult with others before taking independent action. Pace yourself in this ongoing work.

3. Center clients, staff & community.

Consider everyone who makes up the Health Care for the Homeless community. Actively seek input from individuals most affected by a policy proposal or a course of action. Recognize that some members of our community are disproportionately harmed by—or inequitably benefit from—certain policies or proposals. Invest in an inclusive and healthy organization by promoting a climate for honest feedback.

4. Act with intention, dignity and integrity.

Be purposeful with our voice, recognizing the difference between passive and active silence and that direct engagement on matters of policy and regulation is not always public. Lead with curiosity and creativity. Seek to understand the motivations of others.

5. Rely on data-driven decision making.

Center scientific inquiry, independently verified sources and historic context. Rely on client- and population-level data and qualitative input to guide agency decisions.

6. Work in coalition with others.

We are not alone in facing policy challenges that may harm the agency, our work and those we serve. Partner where appropriate. Consult with others when the path forward is unclear. Find strength in collective action.
