Some say that homelessness itself marks the failure of every public system imaginable. Others note that our public systems function exactly the way they were designed. In either case—and there’s truth in both—a growing chorus of voices, including ours, is raising alarm about the increases in homelessness we’ll experience in Maryland when courts reopen later this month and eviction moratoria are lifted. The Baltimore Sun amplified these voices in a front page article calling for significantly more state investment in rent relief. "The crisis is now," says Zafar Shah of the Public Justice Center.
